Class I Policy ReportManagers of multi-use trails within the Sacramento Region are concerned about the inconsistency of usage policies, signing and striping, and maintenance on bicycle and pedestrian facilities that cross jurisdictional boundaries. These inconsistencies contribute to problems and conflicts encountered by users. If not properly managed, conflicts will increase as demand for limited trail facilities increases. Improvements must be made to inter-regional trail management practices and user education in proper trail etiquette and local ordinances governing the use of trails. The purpose of this effort is to develop trail use standards and guidelines for all users of class I trails to be considered by local agencies for implementation on local and regional class I trails. The objectives of these policies are to ensure safety, accessibility, attractiveness, and cost-effective operations and to provide users with the necessary information about the usage of Class I facilities.
